Todd Rutherford, Minority Leader

Todd Rutherford, Minority Leader (District 74)
Minority Leader Todd Rutherford has represented District 74 (Richland County) since 1999 and currently serves on the House Ways and Means Committee and the House Ethics Committee. He earned a B.A. degree from Howard University and J.D. from the University of South Carolina. An active member of the South Carolina Bar Association, Rutherford practices law with the Rutherford Law Firm. He lives in Columbia with wife, Megan, and sons, Ty and Tripp.
Roger Kirby, Assistant Minority Leader

Roger Kirby, Assistant Minority Leader (District 101)
Assistant Minority Leader Roger Kirby was first elected in 2014 and represents Berkeley, Florence and Williamsburg Counties. He lives in Lake City with his wife, Pam, and their three children: Amy Lee, Mary Katherine, and Elizabeth Ann. A realtor, Kirby serves on the Legislative Oversight Committee and the Labor, Commerce & Industry Committee.

Chandra Dillard, Deputy Minority Leader (District 23)
Deputy Minority Leader Chandra Dillard has represented District 23 (Greenville County) since 2009 and currently serves on the House Ways and Means Committee. Dillard works as the Director of Community Relations at Furman University. She earned a B.S. degree from Winthrop University and an M.P.A. from Walden University. Prior to her service in the House, Dillard served on the Greenville City Council from 1999 to 2008. She lives in Greenville.

Rep. Jermaine Johnson has served his community in the State House since 2020. A former basketball star at the College of Charleston, Johnson owns and operates the Dream Team Consulting Firm and lives in Columbia with his wife, Dr. Evan P. Johnson, and their three kids.

Rep. Kambrell Garvin was first elected in 2018, while still studying at the University of South Carolina’s Law School. He now owns and operates the Kambrell Garvin Law Firm and lives in Blythewood with his wife, Monique Patton, and their daughter, Wrenley Primrose.

Leon Stavrinakis, Parliamentarian (District 119)
Rep. Leon Stavrinakis has served Charleston County in the State House since 2006. A lifelong Charleston resident, Stavrinakis graduated from the College of Charleston in 1988 before earning his law degree at the University of South Carolina in 1992. He founded The Stavrinakis Law Firm in 1996, which he still leads today. He lives in West Ashley with his wife and two kids.

Michael F. Rivers, Sr., Chaplain (District 121)
Rep. Michael F. Rivers, Sr. has represented District 121 (Beaufort & Colleton Counties) since 2017 and currently serves on the House Education and Public Works Committee and the House Legislative Oversight Committee. A minister, Rivers earned his B.S. from Claflin University, previously earned certifications from the Technical College of the Lowcountry and DeVry Institute of Technology, and served in the United States Air Force. He lives on St. Helena Island.
